The Tulare Joint Union High School District Board of Trustees intends to provide English learners with challenging curriculum and instruction that develops proficiency in English as rapidly and effectively as possible while facilitating student achievement in the district’s regular course of study.
Mission for English Learners
The mission of Tulare Joint Union High School District is to provide students equal access to a quality educational program that will increase their English language acquisition in a safe and nurturing environment to prepare them to be fully functioning members of society.

- To develop literacy skills appropriate to grade level content and performance standards.
- To develop academic English language fluency rapidly and as efficiently as possible in order for students to participate fully in appropriate and meaningful instruction.
- To develop academic achievement in all content areas appropriate to grade-level standards.

LEP
To ensure that limited-English-proficient (LEP) students, including immigrant students, attain English proficiency and meet the same challenging academic content and achievement standards that other students are expected to meet.

To assist immigrant students to acquire English and achieve grade-level and graduation standards as mainstream students.

English Learning Advisory Committee (ELAC)
Requirement
Each California public school, grades kindergarten through 12, with 21 or more English learners must form an English Learner Advisory Committee (ELAC).
Responsibilities
- The ELAC shall be responsible for advising the principal and staff on programs and services for English learners and the School Site Council on the development of the Single Plan for Student Achievement (SPSA).
- The ELAC shall assist the school in the development of:
- The school’s needs assessment.
- Ways to make parents aware of the importance of regular school attendance.
Composition Requirements
Requirements for ELAC elections include:
- Parents of English learners comprise at least the same percentage of the ELAC membership as English learners constitute of the school’s total student population. For example, if 25 percent of the students in a school are English learners, then parents/guardians of English learners must comprise 25 percent of the ELAC membership.
- Other members of the ELAC can be parents/guardians, school staff, and/or community members as long as the minimum percentage requirement for EL parents is maintained.
Elections
- Parents or guardians of English learners must have an opportunity to elect the parent members to serve on the ELAC or subcommittee.
- Each ELAC shall have the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC).
Training
The district shall provide for all ELAC members:
- Appropriate training and materials to assist each member carry out his or her legally required advisory responsibilities.
- Training planned in full consultation with ELAC members.
- Economic Impact Aid-Limited English Proficient and/or district funds may be used to cover costs of training and attendance of ELAC members. This may include costs for child care, translation services, meals, transportation, training cost, and other reasonable expenses.

English Language Proficiency Assessments for California (ELPAC)
El ELPAC es la prueba que se usa para medir el dominio del inglés de cada estudiante cuando no es su idioma principal. Esta prueba es dada a los estudiantes en kindergarten hasta el doceavo grado. El ELPAC está reemplazando la Prueba de Desarrollo del Idioma Inglés de California (CELDT). La información adquirida a través de los resultados del ELPAC ayuda al maestro de su hijo/a a brindar apoyo en las áreas académicas adecuadas.
The ELPAC is the test that is used to measure how well students in kindergarten through twelfth grade understand English when it is not their primary language. The ELPAC is taking the place of the California English Language Development Test (CELDT). Information from the results of the ELPAC helps your child’s teacher provide support in the appropriate academic areas.
